Harper says he's not bound by results of Kyoto vote
Ottawa -- The Conservative government will not be bound by the results of last night's vote calling on Canada to meet its Kyoto Protocol emission-reduction targets, Prime Minister Stephen Harper indicated yesterday. The vote, which passed last night, called on Ottawa to have a plan in place by Oct. 15 of this year for Canada to meet its goal of reducing greenhouse-gas emissions by 6 per cent below 1990 levels by the year 2012. "The Bloc Québécois motion is not an action plan. This government intends to bring in an action plan," Mr. Harper told the House, adding that India, China, Australia, the United States and Mexico will not be meeting Kyoto targets. NDP MP Nathan Cullen, who just returned from talks on climate change in Germany, fumed at such remarks. He said China and India are making very substantial proposals to reduce emissions within Kyoto in spite of the Conservatives' repeated claims to the contrary. |
